This creates a flute-like sound by oscillating a relatively low cutoff value to create a vibrato effect. The slow attack and delay make it seem more natural. Slight detune gives it some body. Turn peak up to boost the lower frequencies if you want.

Use step recd and input. M4,8,11,15,16,15,11,8. Set tempo to around 90 and edit steps 1-8 to play Adjust cutoff to get more punch whilst playing.

Sounds like the sound effect they use on the simpsons when something gets irradiated. Play the M2 key (A#1) when octave is set to 3. Adjust peak to your liking. It just adds more bass.
